We are currently seeking qualified applicants for Cyber Portfolio Staff Consultant for Energy and Control Systems Security (ECSS) in the Cyber Resilience and Intelligence Division. The Staff Consultant position affords the unique opportunity to work on critical national security missions with a group of dedicated R&D professionals and establish ORNL as a premier R&D organization. The ECSS Group researches and develops technologies to address risks within the national critical infrastructure with emphasis on energy, manufacturing, vehicles, and buildings.
Purpose:
This position will participate in innovative Research and Development (R&D) for the group that strategically advances science and technology (S&T) consistent with ORNL’s aspiration to be the world’s premier R&D institution and ORNL’s science culture. The Staff Consultant reports to the Group Leader and works closely with the R&D Section Head to direct the scientific vision; establishes capabilities that enable programs to excel at the forefront of science and technology; informs R&D to advance the field of knowledge and/or technology in one’s respective specialty; sets, implements, and models standards for performance of work consistent with Environment, Safety, Security, Health, and Quality (ESH&Q) requirements and business rules; and ensures a diverse and inclusive work environment where every employee feels safe, heard, and appreciated—a workplace that sets an example for the broader community.
Major Duties/Responsibilities:
- Analyze, create, and present cyber reports relating to cyber physical systems programs in critical US infrastructure.
- Lead program development activities through sponsor engagements, preparation of proposals and white papers, participation in workshops, and others.
- Implement plans to bring to bear new opportunities and/or expand existing efforts.
- Exercise scientific integrity in proposing, performing, and communicating research.
- Lead by example to ensure all work is carried out safely, securely, and in compliance with ORNL policies, standards, and procedures.
- Exemplify a commitment to excellence in research, operations, and community engagement, and work cooperatively to leverage scientific capabilities across ORNL.
- Advance the reputation and standing of the group through collaborations, professional society leadership, and involvement.

Basic Qualifications:
- A Masters Degree in professional writing and/or program management.
- 15 years of experience in strategic messaging and program management in fields of cyber, cyber-physical and national security.
- A proven record of report generation in the field of interest.
- Q/SCI Security Clearance.
Preferred Qualifications:
- Extensive experience managing DOE (specifically CESER and DOE-IN), DoD and IC R&D projects.
- Working knowledge of OT systems, the U.S. electrical grid, and electric utility structure.
- Demonstrated portfolio of unclassified and classified deliverables.
- Experience working with technical teams to direct research areas, defining technical goals, and collaboration to generate easily understandable reports by non-technical groups.
- Experience with electric utility interaction, ingestion of technical information, and ability to describe and disseminate complex technical details in easily understood communications.
- Derivative Classifier.
Special Requirements:
- Visa sponsorship is not available for this position.
- This position requires the ability to obtain and maintain a Secret Compartmented Information (SCI) clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program. In addition, due the SCI, you may also be subject to random polygraph testing.
Security, Credentialing, and Eligibility Requirements:
For employment at Oak Ridge National Laboratory (ORNL), a Real ID compliant form of identification will be required. Additionally, ORNL is subject to Department of Energy (DOE) access restrictions. All employees must also be able to obtain and maintain a federal Personal Identity Verification (PIV) card as mandated by Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which requires a favorable post-employment background investigation.
To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
For foreign national candidates:
If you have not resided in the U.S. for three consecutive years, you are not eligible for the PIV credential and instead will need to obtain a favorable Local Site Specific Only (LSSO) risk determination to maintain employment. Once you meet the three-year residency requirement, you will be required to obtain a PIV credential to maintain employment.
