Overview:

We are seeking a Waste Shipping Coordinator who will focus on the characterization, classification, profiling, packaging, and shipment of ORNL generated waste streams to offsite treatment, storage, and disposal facilities. This position resides in the Waste Acceptance and Waste Disposition Team in the Transportation Waste Management Division (TWMD) of the Environment, Safety, Health and Quality Directorate (ESH&Q) at Oak Ridge National Laboratory (ORNL).

Major Duties/Responsibilities:

  • Responsible for proper transportation classification, documentation, and packaging of off-site waste shipments, including, but not limited to, hazardous waste, radioactive low-level waste, mixed and/or PCB low-level radioactive waste, classified waste, and Universal waste.
  • Ensures such shipments are compliant with applicable Department of Transportation (DOT), Environmental Protection Agency (EPA), Nuclear Regulatory Commission (NRC), and Tennessee Department of Environment and Conservation (TDEC) state regulations.
  • Ensure shipments are compliant with the Department of Energy (DOE) Orders, and ORNL policy and procedures.
  • Determines DOT and RCRA/TDEC classifications and ensures proper packaging, marking, labeling and placarding.
  • Provides packaging and transportation guidance and instructions to internal customers and to commercial carriers (written and/or verbal) for completing offsite waste shipments to commercial and government TSDFs and waste processing facilities.
  • Interfaces and communicates transportation requirements to various organizations and multiple vendors.
  • Performs packaging and transportation self-assessments. Provides guidance on Federal Motor Carrier Safety Regulations and assesses contract carrier equipment for compliance.
  • An ability to understand and interpret federal, state, local, and DOE Orders and ORNL directives required.

Basic Qualifications:

  • A BS degree in environmental sciences, transportation/logistics, or an equivalent combination of education, training, and experience.
  • A minimum of 8 to 12 years of experience in radioactive waste shipping / waste management or an equivalent combination of education, training, and experience.

Preferred Qualifications:

  • Familiarity with DOE waste transportation and packaging orders.
  • Familiarity with commercial and government waste management software e.g., Low Track, Haztrak, BroadPointe, Microshield, etc.
  • A thorough understanding of transportation management principles and practices including Federal Motor Carrier Safety Regulations.
  • A thorough understanding of EPA RCRA waste characterization and radioactive waste characterization methodologies.
  • Experience with Hazardous, radioactive, and mixed waste disposal facilities’ profiling and waste acceptance criteria.
  • Advanced DOT Hazardous Materials shipper certification training, including radioactive material shipping.
  • Excellent written and oral communication skills.
  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.

Security Requirements:

  • Q clearance: This position requires the ability to obtain and maintain a Q clearance and may require the ability to obtain and maintain a TS/SCI clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.

Security, Credentialing, and Eligibility Requirements:

  • This position requires the ability to obtain and maintain an HSPD-12 PIV badge.
  • For employment at Oak Ridge National Laboratory (ORNL), a Real ID compliant form of identification will be required.
  • Additionally, ORNL is subject to Department of Energy (DOE) access restrictions. All employees must also be able to obtain and maintain a federal Personal Identity Verification (PIV) card as mandated by Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which requires a favorable post-employment background investigation.
  • To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

For foreign national candidates:

  • If you have not resided in the U.S. for three consecutive years, you are not eligible for the PIV credential and instead will need to obtain a favorable Local Site Specific Only (LSSO) risk determination to maintain employment.
  • Once you meet the three-year residency requirement, you will be required to obtain a PIV credential to maintain employment.
