Overview:

The Office of Technical Training Division within the Environment, Safety, Health, and Quality (ESHQ) Directorate at Oak Ridge National Laboratory (ORNL) is seeking a highly motivated Training Management and Performance Assurance Specialist to support enterprise-wide technical training initiatives.

This role is responsible for independently applying the Systematic Approach to Training (SAT) and the Training Qualification Management System to develop, evaluate, and continuously improve technical training programs. The position ensures alignment with the Standards-Based Management System (SBMS) and applicable Department of Energy (DOE) training requirements.

The successful candidate will collaborate with subject matter experts (SMEs), stakeholders, and ORNL learners to enhance workforce readiness, ensure compliance, and promote a culture of continuous learning and performance excellence.

Major Duties/Responsibilities:

Role:

  • Apply all five phases of the SAT model—Analysis, Design, Development, Implementation, and Evaluation—to design and enhance technical training programs.
  • Serve as a subject matter expert in training systems, qualification processes, and SBMS training procedures to include periodic updates and revisions.
  • Address and resolve emergent training-related issues, representing the Office of Technical Training Division in issue management and causal analysis.
  • Partner with SMEs to conduct assessments and ensure training content is effective, accurate, relevant, and performance based.
  • Lead efforts to integrate AI tools to increase efficiency in training requirements analysis and program change tracking.

Scope of Work:

  • Plan, conduct and support Level 3 and comprehensive training assessments, including field observations to evaluate knowledge transfer and performance application.
  • Review and if necessary, revise lesson plans, practical exercises, exams, and e-learning modules to maintain effectiveness and compliance.
  • Contribute to updates of the SBMS Training & Qualification procedures to ensure alignment with evolving internal and external requirements.
  • Analyze performance indicators to identify potential training gaps and recommend corrective actions.
  • Develop and track training performance metrics to evaluate program impact and drive continuous improvement.
  • Facilitate and lead Job and Task Analyses (JTAs) for new and existing programs in accordance with SBMS procedures and DOE guidelines (e.g., DOE Training Program Handbook: A Systematic Approach to Training).

Knowledge & Expertise:

  • Skilled in all phases of the SAT model, with particular expertise in analysis and evaluation.
  • Skilled in identifying and resolving root/apparent causes of training-related performance issues.
  • Expert understanding of the SBMS structure and training qualification requirements.
  • Highly proficient with SBMS and EDRM (Enterprise Document and Records Management) systems and associated change control processes.
  • Experienced in conducting job task analysis, assessments, and course material reviews alongside SMEs.

Problem Solving & Complexity:

  • Interpret and evaluate complex technical training materials to ensure alignment with job performance standards. Topics may include Hoisting and Rigging, Fall Protection, Electrical Safety, and Confined Space Entry.
  • Lead and support procedural change efforts within Training & Qualification Management System SBMS and EDRM procedures, ensuring compliance with relevant standards.
  • Operate independently while fostering cross-functional collaboration to support ORNL’s mission and workforce development goals.
  • Lead issue resolution efforts using the SAT model and collaborate with SMEs to optimize training solutions.

Liaison & Representation:

  • Lead and facilitate cross-departmental meetings, often with SME participation, to implement training strategies and meet key milestones.
  • Represent the Office of Technical Training Division and ESHQ Directorate at internal and external meetings, including engagements with DOE and regulatory agencies.
  • Provide mentorship and guidance to junior training professionals and administrative staff.

Basic Qualifications:

  • BS degree in instructional systems, technical training, or a related field.
  • Minimum of five (5) years of experience in performance assurance (evaluation) of technical training or instructional design using SAT or a comparable methodology.
  • Working knowledge of regulatory training compliance within technical or industrial environments.
  • Strong communication, facilitation, and project leadership skills.
  • Familiar with conducting job task analysis and training assessments in collaboration with SMEs.

Preferred Qualifications:

  • Experience working within a DOE facility, national laboratory, or similarly regulated technical environment.
  • Proficiency in SBMS and EDRM change control processes and procedure management.
  • Experience leveraging AI tools to streamline data analysis and enhance training operations.
  • Demonstrated ability to mentor team members and collaborate effectively across multidisciplinary teams.

Security, Credentialing, and Eligibility Requirements:

  • This position requires the ability to obtain and maintain an HSPD-12 PIV badge.
  • For employment at Oak Ridge National Laboratory (ORNL), a Real ID compliant form of identification will be required.
  • Additionally, ORNL is subject to Department of Energy (DOE) access restrictions. All employees must also be able to obtain and maintain a federal Personal Identity Verification (PIV) card as mandated by Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which requires a favorable post-employment background investigation.
  • To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

For foreign national candidates:

  • If you have not resided in the U.S. for three consecutive years, you are not eligible for the PIV credential and instead will need to obtain a favorable Local Site Specific Only (LSSO) risk determination to maintain employment.
  • Once you meet the three-year residency requirement, you will be required to obtain a PIV credential to maintain employment.
