Overview:
We are seeking a Human and Organizational Performance (HOP) Manager who will focus on deploying and leveraging HOP at Oak Ridge National Laboratory (ORNL). This includes designing and integrating strategies that empower teams to learn from success and setbacks, drive operations excellence, and strengthen resilience at every level. HOP principles and tools into daily operations. The successful candidate will serve as an integral resource and problem solver working on significant and unique operations, cultural, and lab-wide issues and will independently self-initiate collaborations across multiple directorates to provide innovative ideas to long-range goals and objectives. This position resides in the Environment, Safety, Health & Quality (ESH&Q) Directorate at ORNL.
Major Duties/Responsibilities:
- Purposefully integrate Human and Organizational Performance at ORNL.
- Establish a basic understanding of HOP terms and concepts across ORNL.
- Build and foster a pool of HOP resources from mission and operations organizations to support training, incident causal analysis, procedure and process development, etc. This team would also serve to conduct HOP performance/gap analysis and develop strategies to drive HOP integration and continuous improvement in operational excellence.
- Utilize in-depth, broad expertise and unique knowledge to integrate HOP into ORNL’s culture, systems, and activities by defining and maintaining tools, and methods that are most effective for ORNL.
- Research and introduce new innovative, proactive, and preventive HOP tools and techniques to enhance the safety culture of ORNL.
- Support mentoring and training of ORNL HOP practitioners and staff.
- Interface with HOP experts throughout the DOE complex in order to stay abreast of the most innovative approaches.
- Support interactions directly with ORNL training professionals, laboratory leadership, and applicable management system owners.
- Direct and oversee HOP assessments and evaluations, as needed.
- Ensure alignment of HOP activities with Battelle’s Safe Conduct of Research principles.

Basic Qualifications:
- BS/BA Degree in an environment, safety, health, and quality-related field or a related technical field.
- A minimum of 12 years of experience in safety, health or quality related field.
- Requisite practical experience in implementation of Human Performance Improvement (HPI) or HOP.
Preferred Qualifications:
- MS Degree in ESH&Q-related field or a related technical field is preferred.
- 15 years of experience in safety, health or quality related field is preferred.
- Safety-related certification from an accredited body, such as Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), Certified Health Physicist (CHP), etc.
- Excellent written and oral communication skills.
- Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
- Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.
Special Requirements:
- Q or L clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
- Visa Sponsorship: Visa sponsorship is not available for this position.
Security, Credentialing, and Eligibility Requirements:
- This position requires the ability to obtain and maintain an HSPD-12 PIV badge.
- For employment at Oak Ridge National Laboratory (ORNL), a Real ID compliant form of identification will be required.
- Additionally, ORNL is subject to Department of Energy (DOE) access restrictions. All employees must also be able to obtain and maintain a federal Personal Identity Verification (PIV) card as mandated by Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which requires a favorable post-employment background investigation.
- To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
For foreign national candidates:
- If you have not resided in the U.S. for three consecutive years, you are not eligible for the PIV credential and instead will need to obtain a favorable Local Site Specific Only (LSSO) risk determination to maintain employment.
- Once you meet the three-year residency requirement, you will be required to obtain a PIV credential to maintain employment.
