Overview:
The Physical Sciences Directorate (PSD) at Oak Ridge National Laboratory (ORNL) is seeking a Programs and Planning Specialist to provide broad support to the directorate’s proposal development processes. The ideal candidate would be highly organized and would have experience and significant background in proposal preparation, including supporting researchers in the production of proposals. PSD at ORNL delivers scientific discoveries and technical breakthroughs that will help realize solutions in energy and national security and provide economic benefit to the nation. Our portfolio includes materials science and engineering, chemistry, geoscience, nanoscience, soft matter science, analytical chemistry, and nuclear and particle physics applied to a broad range of scientific and technical challenges. PSD-led research plays a key role in the major cross-laboratory initiatives at ORNL, with activities that encourage translational research relying on interdisciplinary teams.
Major Duties/Responsibilities:
- Works closely under the supervision of the PSD program manager for DOE-SC proposal development to support researchers across the directorate in the production of compelling and compliant scientific proposals to the Office of Science and other sponsors.
- Leads development of PSD’s Strategic Partnership Projects (SPPs) and Cooperative Research and Development Agreements (CRADAs) in collaboration with ORNL’s Partnerships Office and other stakeholders.
- Coordinates and ensures submissions into the Office of Science’s Portfolio Analysis and Management System (PAMS) and Grants.gov.
- Manages and tracks PSD awards.
- Provides support and leads, as requested, in the preparation and timely delivery of programmatic materials directly funded by DOE. These deliverables consist of quarterly reports, the lab agenda, programmatic review documents, workshop brochures, reports, and factual documents for DOE.
- Assists with and develops content for ORNL/PSD business activities including PSD Business Plan and PEMP reports and presentations.

Basic Qualifications:
- A bachelor’s degree in a scientific discipline or a business-related field
- A minimum of three years of experience producing science-related products such as proposals or reports
- Demonstrated ability to be highly detail-oriented and to work as a team player
- Proven ability to support complex projects, manage complex tasks, and ensure the accuracy of key details in a fast-moving, deadline-driven work environment.
Preferred Qualifications:
- Previous experience at a university, national laboratory, or other research institution
- Strong interpersonal skills and an ability to work both independently and with all levels of researchers and scientific staff in a team-based environment
- Excellent written and verbal communication skills and an ability and desire for ongoing learning and growth
- Aptitude for solving problems and developing and implementing solutions
- Firm grasp of standard business computer software (e.g., Microsoft Office applications, especially Word and Excel; Adobe Acrobat)
- Advanced knowledge of ORNL’s business lines and sponsor requirements
- Specialized skills, knowledge, and expertise in proposal development
- Previous experience working on DOE-SC proposals

- This position requires the ability to obtain and maintain an HSPD-12 PIV badge.
