Overview:
We are seeking a Quality Representative to support the design, procurement, construction, and startup of the Enrichment Science and Technology Facility (ESTF) and associated Research, Development, and Pilot Production activities.
This position resides in the Isotope Enrichment & Facilities Group within the Quality Assurance Division (QAD), Environment, Safety, Health, and Quality (ESH&Q) Directorate at Oak Ridge National Laboratory (ORNL) and is matrixed to the ESTF Project within the National Security Sciences Directorate.
This role is a field-deployed and supplier-facing QA position supporting the full lifecycle of a first-of-a-kind research and manufacturing facility — from procurement of architect-engineer (A&E) design and construction through fabrication, installation, testing, and commissioning.
You will work with engineering, procurement, construction, R&D, and production teams to ensure quality is designed, specified, procured, fabricated, and built into the facility from the beginning.

Major Duties/Responsibilities:
- Quality Integration Across the Project Lifecycle
- Serve as a quality engineering partner to A&E, procurement, construction, R&D, and pilot-production teams.
- Support implementation of a graded, risk-informed QA approach consistent with DOE O 414.1 and ASME NQA-1.
- Influence early planning to ensure quality requirements are incorporated into engineering and procurement strategies.
- Engineering & Procurement Quality
- Review and provide QA input to:
- Architect-Engineer design packages
- Procurement specifications and statements of work
- Fabrication and inspection plans
- Test and acceptance criteria
- Ensure appropriate flow-down of technical and QA requirements to suppliers and subcontractors.
- Establish inspection points, witness points, and hold points for critical components and assemblies.
- Review and provide QA input to:
- Supplier Quality & Manufacturing Oversight
- Perform supplier evaluations, audits, and source surveillance activities.
- Provide oversight of fabrication, testing, and inspection of safety-significant and mission-critical equipment.
- Witness testing and nondestructive examination of critical components.
- Support commercial grade dedication (CGD) and material receiving inspection activities.
- Construction & Field Quality
- Provide construction quality oversight across structural, mechanical, electrical, and civil scopes.
- Perform field assessments, surveillances, and inspections to verify work meets requirements.
- Support configuration control, field change management, and turnover readiness.
- Nonconformance & Continuous Improvement
- Support nonconformance identification, documentation, and disposition.
- Participate in investigations, critiques, and causal analysis.
- Identify opportunities to improve processes and prevent recurrence of issues.

Basic Qualifications:
- BS/BA degree with at least 12 years of relevant quality experience or an MS degree with at least 10 years of relevant quality experience.
- Demonstrated experience implementing QA programs within DOE, nuclear, radiological, or highly regulated industries.
- Strong working knowledge of:
- DOE O 414.1 Quality Assurance
- ASME NQA-1
- ISO 9001 principles
- Experience supporting construction and/or fabrication of complex engineered systems.
- Experience conducting inspections, surveillances, audits, and supplier evaluations.
- Strong communication and stakeholder engagement skills.
Preferred Qualifications:
- Active DOE Q clearance.
- Experience supporting nuclear or radiological facility design or construction.
- Experience with supplier quality and nuclear procurement.
- Experience with Suspect/Counterfeit Items (S/CI) prevention.
- Experience supporting A&E design QA or engineering design reviews.
- Experience with commercial grade dedication and receipt inspection.
- Lead Auditor qualification or equivalent assessment experience.
- Experience supporting R&D or pilot production environments.
- Experience performing causal analysis or critique facilitation.
- Experience with the marking, handling, and storage requirements of sensitive documents (e.g., OUO, ECI, UCNI, CRD, SRD).
Special Requirements:
- Q clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
