Overview:
We are seeking a Quality Representative (QR) who will work with the Group Lead (GL), customers, and other quality professionals to support/develop quality processes, tools and techniques, quality management systems, project/process improvements, strategic planning and performance metrics, and other quality-related initiatives to support the Business Services Directorate. This position resides in the Mission Support Services Group in the Quality Assurance DIVISION, in the ESH&Q Directorate, at Oak Ridge National Laboratory (ORNL).
This position is responsible for providing support services by proactively deploying Laboratory policies, procedures, quality tools, and quality methodology in line organizations that meet the customers' requirements and achieves reliable and effective results supporting the customer's mission.

Major Duties/Responsibilities:
The QR works with customers to lead projects for incorporating quality philosophy, tools and techniques, quality management systems, business/process improvements, strategic planning and performance metrics, and other quality related initiatives. The QR may also support staff in the development of programs, processes and procedures. Major responsibilities include:
- Provide support to the Business Services Directorate to address issues, enhance performance, and achieve desired business results.
- Provide quality planning assistance on various tasks, projects, work evolutions; assesses work in progress, including documentation reviews against specifications and requirements.
- Provide guidance to line management, staff, and customers on use of QA tools and processes; facilitates continuous improvement initiatives with line management, staff, and customers.
- Conduct investigations, analyzes quality and performance issues, verifies corrective actions, and resolves non-conformances, including PAAA, NQA-1, ISO-9001 non-compliances.
- Serve as a Point of Contact for coordinating internal and external assessments; supports assessment planning, implementation, follow up activities, response, and closure of issues and commitments.
- Review audit and assessment results; evaluates risk and severity of identified items and ensures appropriate actions are taken to eliminate non-conformances.
- Develop project plans, checklists, procedures, and guidance for efficient and effective deployment of management system and organizational requirements and processes.
- Establish and maintain effective working relationships with customers, peers, and stakeholders; identifies and understands customer needs, supports the implementation of quality initiatives, assesses satisfaction, and exchanges feedback and lessons learned.
- Analyze, interpret, and communicate quality and performance data to management in support of established metrics and goals.
- Write comprehensive executive summaries, effective and actionable problem statements, thorough issue closure statements, concise communication plans, and other written communications as requested.
- Prepare and present presentations for items ranging from safety topics to business topics to technical topics.
- Support the review of procurements for quality aspects and follows procurement quality procedures.
- Support continuous improvement initiatives in support of quality and performance management.
- Actively participate in meetings, business planning activities, and reviewing activities for assigned organization.
- Serve as technical or quality expert by communicating effectively with all levels of management and responding to targeted questions from the field or other organizations.
- May support vendor audits.

Basic Qualifications:
- A BS/BA degree in science, engineering, health and safety, or a related technical discipline.
- A minimum of 2-4 years of quality experience
- A working knowledge of recognized Quality Standards such as NQA-1, ISO 9001, and quality concepts.
Preferred Qualifications:
- Basic level of knowledge in a technical specialty plus track record managing technical projects.
- Knowledge of a wide range of principles, theories, professional competencies & application techniques plus knowledge of other disciplines and functions.
- Some experience applying & demonstrating these competencies leading technical programs.
- Familiarity with ORPS, PAAA, and DOE regulations is desired.
- Experience in Six Sigma methodologies and/or other process improvement methodologies, as well as the ISO 9001 Quality Management System, are considered pluses.
- Exceptional teamwork, statistical skills, and a positive, meticulous nature with a penchant for detail and precision are required attributes.
- Ability to use analytical skills to identify resolution of issues.
- Ability to positively interact with all management and staff levels.
- Demonstrated track record of investigation analysis and problem-solving is required.
- Ability to grasp a diverse range of technical criteria and proactively recommend improvement opportunities that address organizational risks.
- Strong computer and organizational skills with the ability to multitask are required.
- Excellent written and oral communication skills.
- Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
- Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.

Security, Credentialing, and Eligibility Requirements:
- This position requires the ability to obtain and maintain an HSPD-12 PIV badge.
- For employment at Oak Ridge National Laboratory (ORNL), a Real ID compliant form of identification will be required.
- Additionally, ORNL is subject to Department of Energy (DOE) access restrictions. All employees must also be able to obtain and maintain a federal Personal Identity Verification (PIV) card as mandated by Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which requires a favorable post-employment background investigation.
- To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation.
