Overview:

We are seeking a Lead Mission Support Specialist who will focus on supporting Office of Technical Training division operations, workforce development initiatives, training governance activities, and technical training stakeholder engagement across Oak Ridge National Laboratory (ORNL). Reporting to the Division Director, this position coordinates key operational and programmatic activities that enable the effective delivery of technical training programs and services while providing a developmental leadership opportunity for an emerging professional. This position resides within the Office of Technical Training division in the Environment, Safety, Health and Quality (ESH&Q) directorate, at Oak Ridge National Laboratory (ORNL).

Major Duties/Responsibilities:

  • Support the Division Director and Group Leaders in the planning, coordination, and execution of division priorities, strategic initiatives, workforce development efforts, and business operations.
  • Coordinate the intake, scoping, prioritization, and tracking of training program requests, improvement opportunities, assessment findings, and special projects to ensure alignment with mission needs and organizational priorities.
  • Serve as a primary liaison among stakeholders, customers, subject matter experts (SMEs), and training program staff to facilitate communication, clarify requirements, manage expectations, and support successful project execution.
  • Provide visibility into division activities, performance, and resource utilization through the development and maintenance of reports, dashboards, metrics, presentations, and other management tools.
  • Support enterprise training governance activities, training policy implementation, workforce development initiatives, and cross-organizational stakeholder engagement across Oak Ridge National Laboratory.
  • Identify opportunities to improve processes, strengthen work handoffs, reduce rework, and enhance operational efficiency while supporting the development and implementation of best practices.
  • Coordinate division business management activities, including planning, reporting, procurement and contract-related activities, vendor training acquisition and management, Technical Project Officer (TPO) responsibilities, records management, document control, onboarding support, communications, staffing initiatives, mission readiness activities, and other operational functions.
  • Support collaboration and coordination across instructor-led training (ILT), computer-based training (CBT), blended learning, qualification, and workforce development programs to promote consistency, alignment, and effective resource utilization.
  • May support division assessment, assurance, quality, and continuous improvement activities in coordination with the division's Quality Representative and other designated personnel.
  • Represent the Office of Technical Training Division on committees, working groups, and special initiatives, and may provide functional leadership for projects, teams, and mission support personnel as assigned.
  • Deliver ORNL's mission by aligning behaviors, priorities, and interactions with the laboratory's core values of Impact, Integrity, Teamwork, Safety, and Service while fostering a respectful, inclusive, and collaborative work environment.

Basic Qualifications:

  • A BS/BA degree in business administration, organizational leadership, education, workforce development, communications, project management, instructional systems design, or a related field.
  • A minimum of 5 years of experience supporting business operations, program coordination, workforce development, training programs, organizational effectiveness, or a related function.
  • Demonstrated ability to coordinate multiple priorities, manage projects and initiatives, and work effectively with diverse stakeholders.
  • Strong written and verbal communication, organizational, analytical, and problem-solving skills.
  • Demonstrated ability to exercise sound judgment, maintain confidentiality, and work independently in a dynamic environment.

Preferred Qualifications:

  • Experience supporting technical training, workforce development, learning organizations, or educational programs.
  • Experience coordinating cross-functional projects, stakeholder engagement activities, governance processes, or strategic initiatives.
  • Experience developing and maintaining performance metrics, dashboards, reports, and presentations used to support management decision-making.
  • Experience supporting procurement activities, vendor management, contract administration, or serving as a Technical Project Officer (TPO).
  • Familiarity with instructional systems design processes, training program administration, qualification programs, or learning management systems.
  • Experience supporting business planning, workforce planning, records management, document control, or organizational effectiveness initiatives.
  • Experience with ORNL business systems and applications such as SharePoint, electronic records systems, business management tools, or other enterprise platforms.
  • Knowledge of continuous improvement principles, assessment processes, or performance management practices.
  • Excellent written and oral communication skills.
  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.

Special Requirements:

  • Visa sponsorship is not available for this position.
  • This position requires access to technology that is subject to export control requirements. Successful candidates must be qualified for such access without an export control license.

For employment at Oak Ridge National Laboratory (ORNL), a Real ID compliant form of identification will be required. Additionally, ORNL is subject to Department of Energy (DOE) access restrictions. All employees must also be able to obtain and maintain a federal Personal Identity Verification (PIV) card as mandated by Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which requires a favorable post-employment background investigation.

To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

For foreign national candidates:

If you have not resided in the U.S. for three consecutive years, you are not eligible for the PIV credential and instead will need to obtain a favorable Local Site Specific Only (LSSO) risk determination to maintain employment. Once you meet the three-year residency requirement, you will be required to obtain a PIV credential to maintain employment.
