Job Description

The Center for Global Engagement, (CGE), is hiring a Financial and Human Resources Associate to join our administrative team. CGE is comprised of six units (English Language Institute, the International House, Global Security Risk and Resilience, International Student and Scholar Services, and Programs Abroad, Global Research Innovation and Partnerships) who are responsible for working throughout campus, across Tennessee and around the world to provide enriching and diverse international experiences for faculty, students and scholars.

Job Description

The Financial and Human Resources Associate serves as a financial and human resources subject matter expert for the Center for Global Engagement, (CGE). As a primary point of contact in the CGE Business and Human Resource offices, this position develops and disseminates standardized internal procedures; trains CGE colleagues; provides guidance on financial and human resource policies and procedures to select the best path forward and improve overall institutional knowledge; ensures consistent alignment with university policies to maintain compliance; performs in depth research and analysis to correct errors and solve complex problems; as well as performs routine finance and human resources tasks. This position also serves as liaison between CGE personnel and experts in UT/K offices such as finance and budget as well as human resources, to strengthen operational efficiency and minimize redundancy.

Responsibilities

Position Responsibility
  • Financial Operations: Compliance, Oversight, Execution
    • Build and maintain comprehensive knowledge of institutional as well as departmental financial policies and implements them accurately to ensure compliance and sustain internal standards.
    • Monitor budget allocations, expenditures, fund balances and related financial activities to ensure accuracy and compliance of about 20 primary accounts and more than 100 secondary accounts.
    • Maintain oversight of more than 18 scholarships and other financial awards that originate from the Center for Global Engagement to ensure timely and accurate disbursement.
    • Develop departmental expertise in financial and accounting requirements throughout the sponsored research lifecycle.
    • Process, track, and analyze complex financial transactions to: ensure funding obligations are met by all parties involved, expenditures do not exceed allocation, continuously improve projections and budget forecasting.
    • Perform, prepare, and submit the Center for Global Engagement’s response to annual projects related to the fiscal year lifecycle, such as Computer Upgrade Program, Moveable Equipment Inventory, Space Survey, Self-Assessment, A Account Packets and other projects related to the fiscal year close.
    • Execute all stages of account lifecycle, such as opening and closing accounts and archiving originating documents that are important to institutional knowledge.
    • Initiate routine financial tasks, according to predetermined intervals and deadlines, in systems such as Oracle, Payment Works, UTK’s contract management and travel systems. These tasks include: accounts payable activities such as paying invoices, preparing reimbursement requests; processing 10+ p-card statements and reconciling 10-15 account ledgers on a monthly basis; accounts receivable tasks such as, preparing deposits, processing application fees in Touchnet, and tracking income.
    • Reviews routine financial tasks initiated by others in CGE.
    • Adopts new technology as it is implemented by UT/K and adapts internal processes and workflows accordingly, to optimize tools and resources and improve departmental performance.

  • Human Resources Practitioner and Liaison
    • Develop departmental expertise and perform all tasks related to the human resources lifecycle from recruitment through termination. Duties include, being the first point of contact for hiring managers across CGE, preparing job announcements, initiating recruitment efforts, supporting search committees, completing hiring paperwork, onboarding, performance review and goal setting tasks, and termination activities.
    • Independently execute student assistant hiring workflow from origination through termination, maintaining accurate student assistant position rosters.
    • Collaborate with CGE unit directors, graduate school and HR personnel to recruit, hire and terminate graduate assistants.
    • Initiate a dialogue with UTK HR Career Gateway personnel to source temporary employees when necessary.
    • Oversee payroll activities to make sure deadlines are met. Verify payroll results by utilizing check register and payroll distribution reports to cross reference charges.
    • Proactively communicate with colleagues in various human resources departments, such as compensation, records, and payroll, to collaboratively solve more complex HR matters.

  • Administrative Operations Coordination
    • Work effectively with colleagues from within CGE and UT/K departments such as, finance and budget, human resources, financial aid, sponsored projects, OREID, housing, bursar, facilities, printing and parking services, to ensure accurate and efficient workflows that achieve outcomes in alignment with strategic objectives.
    • Develop, revise, and disseminate expectations, processes and procedures and provide guidance as needed to current and new employees.
    • Seek continuous process improvement opportunities to optimize resources and minimize redundancy.
    • Contribute to the strategic planning process by making suggestions based on experience and perspective from this position.

  • Resolve Barriers to Success
    • Combine comprehensive knowledge of institutional and departmental policies, with critical thinking, problem solving, conflict resolution, and sound judgement skills to identify constraints and remove barriers to success through all levels of the organization.
    • Utilize all available resources to gather information, run reports, collect data, establish relevant context, to research and discover root causes of barriers that prevent forward momentum for the department.
    • Proactively collaborate with stakeholders, consistently apply systems thinking, leverage professional relationships and expertise to find solutions to barriers that are mutually beneficial.
    • Implement solutions.

  • Other Duties as Assigned
    • Assist colleagues throughout the organization with unanticipated work-related activity.

Some activities may be within the scope and skill set of primary responsibility; although some

activities may require willingness and ability to learn something new that will help CGE achieve its

vision.

Qualifications

Required Qualifications

  • Education:
    • Bachelor’s degree. In lieu of a bachelor’s degree, candidates with a total of six (6) years of related experience will be considered.
  • Experience:
    • Three years of financial related work experience.
  • Knowledge, Skills, Abilities:
    • Ability to review and accurately apply UT System, UTK and CGE policies to all work activities, particularly financial and human resource related tasks, to maintain compliance.
    • Ability to establish and maintain respectful and effective working relationships with colleagues, at all levels, across UTK’s diverse workforce.
    • Ability to gather relevant information from multiple sources and synthesize information in order to provide guidance through non-routing financial and human resource situations and resolve complex problems.
    • Knowledge and understanding of Generally Accepted Accounting Principles (GAAP).
    • Excellent customer service, critical thinking, problem solving, conflict resolution, sound judgement and decision-making skills.
    • Excellent verbal and written communication skills that are effective with individuals from diverse backgrounds, environments and roles.
    • Ability to prioritize, organize and manage a high volume of work with multiple tasks in order to meet internal deadlines.
    • Ability to enhance training through self-directed learning initiatives.
    • Ability to maintain confidentiality.
    • Intermediate to advanced knowledge in the use of Microsoft software applications such as Excel, Word, Outlook, SharePoint and Teams.

Preferred Qualifications

  • Education:
    • Bachelor’s degree in Accounting, Finance, Business Administration, Management or related field.
  • Experience:
    • Five years of relevant progressively responsible experience.
  • Knowledge, Skills, Abilities:
    • Proficiency in Oracle Financial Management System
    • Ability to create detailed documentation of work processes and procedures

Work Location

This is an on-campus position.

Compensation and Benefits

  • UT market range: MR07
  • Anticipated hiring range: $45,000 - $54,000
  • Regular Full Time Exempt
