Job Description
The Human Resources and Financial Associate position will support the Research, Finance, and Administration department in ORIED, providing daily and routine financial tasks as well as supporting the Human Capital Management (HCM) functionality. The position follows published policies and procedures while completing activities related to budgeting, account reconciliation, procurement, accounts payable, and HCM transactions in the Dynamic Administrative Systems for Higher Education (DASH). This position will liaise with other departments in ORIED, entities in the UT system, and outside vendors to ensure timely and correct information is entered and requirements are met.
Responsibilities
- Control and process Petty cash transactions with department and reconcile through DASH.
- Manage the procurement card process in ORIED to include preparation, reconciliation, and verification all Departmental P-card statements in DASH.
- Processing journal vouchers and special payments for non-UT employees (T-27).
- Assist with budget preparation, financial statements, and fiscal year-end closeout in DASH.
- Enter internal transfer vouchers for departments associated with the ORIED
- Responsible for ordering and receiving all departmental supplies through MarketPlace. Keep track of all open orders and verify deliveries. Provide training for other ORIED staff using Marketplace.
- Process new & transfer employee paperwork for Parking Permits, special event parking permits, and guest parking.
- Process new & transfer employee paperwork such as Key Request Forms, Central Alarm Requests.
- Creates new vendors for services and/or products through Paymentworks and sends invitations to vendors.
- Performs general financial tasks such as preparing, examining, and processing forms, vouchers, and letters for both internal and external stakeholders.
- Prepare/maintain data for special reports for both internal and external stakeholders.
- Receive and process all AP invoices for the department and compliance areas for entry into DASH.
- After invoices have been entered and processed for payment, this position records all payment information, to include receipt issuance and tracking.
- Receive money, prepare deposits, and verify accuracy.
- Prepare Departmental deposits.
- Initiate, maintain, review, and coordinate all personnel changes & other records maintained in DASH.
- Responsible for submitting all HCM transactions to include labor distribution
- Interprets and implements work strategies for using Career Gateway. Determines Adheres to state and federal regulations with application processing, human resource management, and confidentiality. Determines guidelines and ensures compliance with all facets of the process including follow through and individualized customer service.
- Process Additional Pay Requests for ORIED for funding support to faculty and special appointments from other University departments. Process Honorariums and Special Pay Requests. Process the Temporary Employment Report for retirees. Complete necessary paperwork to hire students to work in ORIED and enter Effort Certification if necessary
- Completes termination documentation in DASH.
- Maintain due dates of Probationary Reviews and send reminders to Supervisors. Advises supervisors on related policies and sends communications to the ORIED division for updates/changes as communicated by HR. Answer employee questions regarding FMLA and Workmen Compensation, submit the proper paperwork and keep track of FMLA/Comp time. Process all paperwork for Jury Duty.
- Ensures that all time keeping is appropriately entered and approved in DASH-ESS for non-exempt employees. Advise employees with annual, sick and personal leave day balances as requested. Provide guidance to new employees/staff using DASH-ESS.
- Responsible for submitting all documentation to HR Compensation (HRC) for Position Reviews and Classifications. Enter all position transactions based on HCM recommendation. Prepare to post open positions in DASH. Maintain open job postings in DASH and provide guidance to staff for search procedures. Enter draft offers and reject other candidates in DASH.
- Stays current with all HR related policies and procedures, informing decisional strategy planning for ORIED's processes and operations.
- Analyzes and researches multiple data streams to consolidate information and prepare reports for campus-wide impact, VC of Research, the RFA Director and ORIED staff.
- Assists ORIED staff and multiple campus-wide functions with contingency and resolution development, based on practical experience and research.
- Other duties as assigned.
Qualifications
Required Qualifications
- Education:
High school diploma or GED
- Experience:
At least 3 years experience with financial transactions, Enterprise Resource Programs, and data entry.
Bachelor's degree can substitute for 2 years of experience.
Associate's degree can substitute for 1 year of experience.
Knowledge, Skills, Abilities:
• Knowledge of standard office functions, accounting record-keeping, electronic spreadsheets, and computer operation.
• Knowledge of financial policies and procedures.
• Knowledge of multiple funding sources.
• Math skills.
• Attention to detail skills.
• Ability to maintain accurate records and files.
• Ability to compare information and recognize discrepancies.
• Ability to provide excellent customer service.
• Ability to communicate effectively both in-person and in writing.
Preferred Qualifications
- Education:
Certified Administrative Professional
- Experience:
7 years experience with financial transactions, Enterprise Resource Programs, and data entry.
