EPM Analyst, Budget Analysis and Planning - UT System Administration

Job Description

The EPM Analyst is primarily responsible for maintenance and development of UT’s budget and planning system, UT Plan. The EPM Analyst also supports colleagues in UT’s Office of Budget, Planning and Analysis with financial analysis and reporting.

Responsibilities

Specific duties and responsibilities include, but are not limited to, the following:

Budget System Administration

Manage maintenance and development of UT Plan, UT’s implementation of Oracle Fusion Cloud Enterprise Performance Management Planning (EPM). The Analyst will:

  • Manage and maintain UT Plan budget functions as described in the UT Budget Administration Guide, ensuring consistency with UT’s annual budget cycle and budget policies and procedures.
  • Manage UT Plan user access, roles, and security.
  • Coordinate efforts with UT Department of Technology Services staff (DTS) responsible for the technical aspects of UT Plan system administration.
  • Monitor data transfers between UT Plan and other systems and assist DTS when errors are found.
  • Cooperate with the UT Knoxville Office of Budget, Planning Reporting & Analysis to manage relationships between UT Plan (EPM) and UTK Plan (EPM2).
  • Develop EPM reports and analytical tools.
  • Develop and refine EPM forms as needed to support new functionality and improve the user experience.
  • Participate in cross functional teams to develop EPM functionality that depends on other systems:
    • EPM Position Planning and DASH Human Capital Management (HCM) – UT Human Resources and Payroll
    • EPM Operating Budget and DASH General Ledger (ERP) – UT Controller’s Office
    • Current Year and Multi-Year Forecasting and UT Strategic Financial Planning – UT Treasurer’s Office
  • Develop UT Plan user documentation and provide user support and training.
  • Work with external consultants on EPM maintenance and development.
  • Participate in continuous training on Oracle Fusion Cloud Enterprise Performance Management Planning and higher education finance and analysis.

Financial Analysis and Reporting

Assist colleagues in other responsibilities of the UT Office of Budget, Planning and Analysis including but not limited to:

  • Participate in UT’s budget development process, developing budget documents and other materials for UT Board of Trustee meetings.
  • Complete mandatory reports to state agencies and officials.
  • Conduct analysis for Fiscal Notes, ad hoc reports, and decision support.
  • Assist campus/institute staff with financial analysis and budget development.
  • Create documents and graphics for meetings and presentations.
  • Provide trend analysis, reports, and projections for use in short- and long-range financial planning and forecasting.

Qualifications

Bachelor’s degree in a relevant field and applicable experience, or an equivalent combination of education, training, and experience.

Additional skills, experiences, and qualifications include:

Knowledge of:

  • Financial management systems and software.
  • Analytical methods related to financial decision making and forecasting.
  • Public sector finance and budget development.

Ability to:

  • Rigorously maintain financial system functionality, access, and integrity.
  • Analyze data and create comprehensive reports.
  • Organize and disseminate information clearly.
  • Communicate clearly and effectively.

Preferred Qualifications

Relevant experience, training, and certifications are preferred but not required. Examples include experience or training in:

  • Higher education and/or public sector finance.
  • Financial planning systems such as Oracle EPM.
  • Data analysis supporting complex financial or operational decisions

Benefits and Compensation
Compensation for the position is budgeted $60,000 to $70,000.
