Job Description
Responsibilities of the Stormwater Coordinator position include coordination of the campus stormwater program, coordinating compliance functions and ensuring the University is following all federal and state regulations, coordinating compliance investigations around university campuses, and identifying potential environmental threats and development of new solutions to prevent and control future environmental hazards. Essential tasks of this position include planning and implementation of field investigations, assisting in design and implementation of approved pilot studies, developing compliance communication documents for submittal to state and federal regulators, and educating the campus community as well as the engineering community regarding UT's Municipal Separate Storm Sewer System (MS4) permit and coordination of said permit.
Responsibilities
- Works to maintain compliance with the MS4 Permit and educating the campus and engineering community as to its requirements
- Implements Stormwater policies
- Implements various plans associated with MS4 and TMSP Stormwater permit compliance
- Assists with the Stormwater mitigation banking program
- Creates other related documents and educational materials
- Performs record keeping for UTK, UTSI, and UTIA
- Conducts Stormwater compliance inspections and various inventories throughout the campuses
- Maps and screens Outfalls
- Perform site assessments
- Shoreline stabilization monitoring and planting
- Attend/organize Pre-construction meetings and Plan/Design review meetings
- Provide Stormwater compliance training
- Assists with research on campus related to Stormwater
- Participates in Adopt a Stream, River Rescue, Water Quality Forum, Make Orange Green, Stormwater Advisory Committee, Environmental Compliance Team and other forums as necessary.
- Reviews construction plans and conceptual designs
- Reviews Stormwater Pollution Prevention Plans (SWPPP), Permit applications, Notices of Intent, and related construction documents to ensure they meet established standards and practices.
- Manage environmental compliance at the steam plant
- Assist with Spill Prevention Control and Countermeasure (SPCC) planning and compliance for UTK, UTIA, and UTSI.
Qualifications
Required Qualifications
- Education: Bachelor’s degree in Environmental Engineering, Civil Engineering, Environmental Science, Plant and Soil Science
- Experience: Between 1-5 years of progressively responsible work-related experience required in the following environmental regulatory compliance areas: Stormwater monitoring and permitting, SPCC development, Permitting and coordination with State and Federal regulators, Compliance inspection and reporting.
- Knowledge, Skills, Abilities:
- Ability to read and understand plans
- Have a sense of direction
- Have an excellent memory
- Must be able to communicate effectively (written and verbal) with personnel
- Must have negotiation and diplomacy skills
- Other Conditions: Valid Driver’s license
